3-2-2: OPEN MARKET PROCEDURE:
   A.   Generally: All work and purchases of supplies, materials, and services of less than the estimated value of twenty thousand dollars ($20,000.00) may be made in the open market by the city council without newspaper advertisement and without observing the procedure prescribed by this chapter for the award of formal contracts in such a manner so as to ensure the best interests of the public after solicitation of bids on proposals by mail, telephone, facsimile transmission, or otherwise.    B.   Commissioners And Department Heads: Each city commissioner is hereby granted the authority to authorize purchases or to make purchases for his department in an amount not to exceed four thousand dollars ($4,000.00) without consent or vote of the city council. Each department head or superintendent may purchase day to day operating supplies not to exceed three hundred dollars ($300.00) without consent of the city council or the commissioner in charge of the specific department. All such purchases shall be made with the best interest of the public in mind. (Ord. 1243, 7-28-1998)
