12-4-2: STREETS:
   A.   Grades: Grades of streets shall not be in excess of six percent (6%) on primary or collector streets, nor in excess of eight percent (8%) on other streets, nor shall streets have a minimum grade of less than five-tenths of one percent (0.5%). (1996 Code § 26-120; amd. 2010 Code)
   B.   Paving Standards:
      1.   Streets shall be completed in accordance with the plans, profiles, specifications and cross sections prepared by a registered professional engineer and approved by the city. When changes from the accepted plans and specifications become necessary during construction, written approval from the city shall be secured prior to the execution of such changes.       2.   Roadways on all streets shall be paved with a minimum six inch (6") nonreinforced Portland cement concrete pavement with integral curb in accordance with Illinois department of transportation bureau local roads standard with PCC curbs and gutters at least twenty four inches (24") wide and not less than six inches (6") thick where the curb butts the pavement. In either case, the "Standard Specifications For Road And Bridge Construction", current adopted edition, and any additions or revisions thereto from the effective date hereof, shall govern the materials used and the construction of the street improvements.       3.   The type of curb to be used with the integral pavement (mountable barrier, V-type, rollover) is to be discussed with the city prior to the roadway design. The use of separate curb and guttering in lieu of the integral curb may be permitted upon the written approval of the city.
      4.   In other than residential areas, a structural pavement design based upon the anticipated or expanded future average daily traffic must be made for the subdivider by a registered professional engineer. The design year, average daily traffic, and other parameters to be used in this design shall be discussed with the city prior to its use. The use or deletion of pavement reinforcing shall also be discussed at that time. The use of a gravel or crushed stone base can only be used as a base course for minor streets or alleys.
      5.   All water, sewer and utilities shall be completed prior to final construction of the street pavement. (1996 Code § 26-121)
   C.   Special Paving Requirements:
      1.   All new streets in single-family residential subdivisions within the city dedicated or platted after the effective date hereof shall be improved with roadway paving in accordance with standard specifications of the city, bounded by Portland cement concrete V-type gutters not less than twenty four inches (24") in width and having a thickness of not less than six inches (6").       2.   Any street in a subdivision containing two-family or apartment developments shall have a sixty foot (60') minimum right of way, a thirty six foot (36') pavement width, including concrete curbs, and sidewalks along both sides of the street according to standard specifications, and a minimum radius of curvature of one hundred thirty feet (130').    D.   Width Of Roadway:
      1.   The width of paving measured from back to back of curbs shall be in accordance with the following dimensions:

      2.   The particular road classification that will be used in the design shall be determined by the traffic volumes as determined in the pavement design and the design policies for urban functional classifications as determined by the Illinois department of transportation. The above widths do not include on street parking, and if such parking is anticipated, additional width must be provided as required by the city. (1996 Code § 26-122)
   E.   Existing Streets:
      1.   Use Of Accepted Street Required: Where an existing accepted public street, with a width of fifty feet (50') and a minimum pavement width of twenty feet (20'), is located along the frontage of a subdivision with lots having a frontage of one hundred feet (100') or more, the subdivider shall be entitled to subdivide the frontage along the accepted public street without any further cost of paving, other than the costs entailed to replace paving disturbed by sewer, water or other public utility improvements which may be included as a part of his contract with the public utilities involved.
      2.   Substandard Street; Improvement Required:
         a.   Where an existing public street is located along the frontage of a subdivision presented for review and has a width of less than fifty feet (50') and the width of the accepted pavement is less than twenty feet (20'), the subdivider shall be required to dedicate additional land sufficient to provide a fifty foot (50') right of way and provide additional pavement to bring the width up to a twenty foot (20') minimum before the frontage shall be authorized for subdivision or resubdivision.
         b.   After a plat is recorded for the subdivision of the frontage along streets of substandard width and paving, the developers of land on the opposite side of the street shall be required to dedicate an equivalent amount of right of way to increase the right of way to a maximum width of sixty feet (60') and shall install pavement sufficient to increase the pavement to a maximum width of thirty two feet (32'). However, all installations and designs shall be subject to review and approval of the city engineer to determine that proper adjustment is made where the widenings merge with the existing narrow widths of pavement at the boundary of the property and to require that the lanes are painted to designate driving and parking lanes. The widening of the paving shall not be required where there is less than one thousand feet (1,000') of frontage. (1996 Code § 26-125)
   F.   Off Street Parking Spaces: The minimum number of off street parking spaces in a subdivision shall be in conformity with the zoning ordinance of the city 1 . (1996 Code § 26-126)
   G.   Frontage Roads:
      1.   The complete design for frontage roads, including the specifications and designation of trafficways, driving lanes, parking lanes, paving widths, thicknesses, materials and other data, shall be submitted to the planning and zoning board for review and approval prior to the issuance of building permits or the sale or lease of buildings or land in planned subdivisions.       2.   Frontage roads and parking areas shall have a minimum thickness of six inches (6") and may be constructed of portland cement concrete or with a waterbound macadam base surfaced with asphaltic concrete or the asphaltic penetration method.
      3.   When a frontage road is to be dedicated to public use, the specifications shall be in accordance with the minimum width, thickness and standards of the city. (1996 Code § 26-127)
      4.   A minimum distance of four hundred feet (400') shall be required between points of ingress and egress to a frontage road where all property to be subdivided is under one ownership on the effective date hereof. Where property has frontage on a state or federal highway, the spacing and design of the points of ingress and egress to the major highway shall be subject to approval of the state department of transportation.    H.   Corner Radii: All corners of roadways shall have radii of not less than twenty feet (20'), and at all intersections of primary and collector streets with other primary or collector streets, the corner radii shall be not less than thirty feet (30'). (1996 Code § 26-128; amd. 2010 Code)
