12-3-1: STREETS AND ALLEYS:
The arrangement, character, extent, width, grade and location of all streets, alleys or other land to be dedicated for public use shall conform to the general development plan of the city, as approved and adopted by the city council. Proposed streets and other public ways shall be considered in their relation to existing and planned streets, to topographical conditions, to public convenience and safety and in their appropriate relation to the proposed uses of the land to be served by such streets.    A.   Right Of Way Widths: The minimum widths of rights of way for streets to be dedicated or established under this title shall conform to the following: (1996 Code § 26-66)
      1.   Primary streets shall have a minimum width of eighty feet (80') and shall be located in conformity with the master street plan, or as required by the city engineer.
      2.   Collector streets shall have a minimum width of sixty six feet (66').
      3.   Minor streets shall have a minimum width of fifty feet (50'). (1996 Code § 26-66; amd. 2010 Code)
      4.   Cul-de-sacs shall have a minimum width of fifty feet (50').
      5.   The minimum widths of rights of way for two-family or apartment developments shall be sixty six feet (66').
      6.   The minimum widths of rights of way for minor streets in single-family developments shall be fifty feet (50'). (1996 Code § 26-66)
   B.   Traffic Flow On Minor Streets: Minor streets shall be so laid out that their use by through traffic will be discouraged. (1996 Code § 26-67)
   C.   Width Of Crosswalks: The minimum width of crosswalks shall be ten feet (10'). (1996 Code § 26-68)
   D.   Jogs: Street jogs with centerline offsets of less than one hundred twenty five feet (125') shall be avoided. (1996 Code § 26-69)
   E.   Visibility At Intersections: Clear visibility, measured along the centerline of the street, shall be provided for at least three hundred feet (300') on all primary streets, two hundred feet (200') on collector streets and at least one hundred feet (100') on all other streets.    F.   Intersections Designed For Safe Traffic Flow: It shall be evidenced that all street intersections and confluences encourage a safe traffic flow. (1996 Code § 26-71)
   G.   Alleys:
      1.   Alleys may be required in commercial and industrial districts. The planning and zoning board may waive such requirement if provisions are made for service access, such as off street loading, unloading and parking consistent with and adequate for the uses proposed.       2.   Alleys shall be prohibited in residential areas except where topographic or other conditions may necessitate their use. (1996 Code § 26-72)
      3.   The width of an alley shall not be less than thirty feet (30') nor more than forty feet (40'). (1996 Code § 26-72; amd. 2010 Code)
   H.   Cul-De-Sacs: The maximum length of a cul-de-sac shall be seven hundred fifty feet (750'), measured along the centerline from the intersection at its origin, through the center of the circle to the end of the right of way. Each cul-de-sac shall have a terminus of nearly circular shape with a minimum diameter of one hundred feet (100'). (1996 Code § 26-73; amd. 2010 Code)
   I.   Half Streets:
      1.   When streets adjoin unsubdivided property, a half street not less than thirty feet (30') in width may be dedicated, and whenever a later subdivision of property adjoins the half street, the remainder of the street shall be dedicated at the time of platting. (1996 Code § 26-74)
      2.   Half streets shall be prohibited except where essential to the reasonable development of the subdivision and in conformity with subsection I1 of this section or where the planning and zoning board and the city council find it will be practicable to require the dedication of the other half when the adjoining property is subdivided. Wherever a half street is adjacent to a tract to be subdivided, the other half of the street shall be placed within such tract. No strip or area shall be reserved along any portion of a street, half street or alley which will prevent adjacent property owners access thereto.    J.   Street Names: No street names may be used which will duplicate or be confused with the names of existing streets. Existing street names shall be projected wherever possible. (1996 Code § 26-75)
   K.   Restriction On Access To Through Streets: Where a subdivision borders on or contains an existing or proposed primary street as shown on the development plan, the planning and zoning board may require a marginal access street or reverse frontage with screen planting contained in a nonaccess reservation, which shall have a minimum width of ten feet (10') along the rear property line, or such other treatment as may be adequate for protection of residential properties and to afford separation of through and local traffic.    L.   Permit For Entrances To State Roads: If the tract of land, or any part thereof, proposed to be subdivided lies adjacent to a highway over which the division of highways of the state has jurisdiction with respect to the maintenance and upkeep thereof, and an entrance is desired from the highway to the subdivision lots, streets, roadways or alleys in the proposed subdivision, the subdivider shall submit to the city engineer a written permit therefor from the division of highways granting the subdivider permission to obtain and construct such an entrance.
