Every officer and employee of the city, upon the expiration of the officer's or employees' term for any cause whatsoever, shall deliver to any successor all books and records which may be the property of the city; and if no successor has been appointed within one week after termination of office of any officer or employee, such property shall be delivered either to the city clerk or the city treasurer.
