There is hereby established the water and sewer department of the city, which shall have jurisdiction over the water and sewerage systems, the water and sewer maintenance and the waterworks and sewer plant of the city. The head of the department shall be the commissioner of public health and safety. The city engineer shall be the superintendent of water and sewers. (1996 Code § 30-16; amd. 2010 Code)
