Any person that shall wilfully or maliciously cut, write upon, injure, destroy, tear or deface any book, newspaper, plate, picture, engraving, statue, furniture, fixture, or any other property belonging to the Jerseyville public library shall be liable for a fine of not less than twenty five dollars ($25.00) nor more than seven hundred fifty dollars ($750.00) for each and every offense, said fine, when received, to be paid to the city treasurer and placed to the credit of the library fund.
