8-3-1: RULES AND REGULATIONS FOR PARKS GENERALLY:
   A.   Rules And Regulations: Unless otherwise stated in this chapter, use of the Jerseyville parks and their facilities shall be limited to and governed by the following rules, regulations and restrictions:
      1.   Hours:
         a.   All parks shall be open to the public from seven o'clock (7:00) A.M. until the hour of nine o'clock (9:00) P.M. during Central Standard Time and from seven o'clock (7:00) A.M. until eleven o'clock (11:00) P.M. during Central Daylight Saving Time. (1996 Code § 21-1)
         b.   No person or group of persons shall be permitted to use such parks or their facilities outside the limits of the foregoing hours without having first secured a written permit for such use from the parks and recreation board of the city or person in charge of the facility or designated authority.       2.   Refuse And Trash Deposits:
         a.   Containers for the deposit of refuse of all kinds are provided throughout the parks. All users of the parks and their facilities shall deposit their trash and refuse in such containers.
         b.   It shall be unlawful for any person using such parks or their facilities to allow trash or other refuse to be thrown, scattered or otherwise deposited upon the premises of the parks in other than a container designated for such refuse.
      3.   Fires:
         a.   No fires shall be permitted in any area of the parks other than in areas posted clearly permitting such fires and then only in grills or ovens provided by the parks or in so called barbecue grills owned by the users.
         b.   No lawfully permitted fire shall be left unattended, and all fires, lawfully permitted, shall be completely and thoroughly extinguished by the persons using such fire before such persons shall leave the area.
      4.   Vehicle Operation:
         a.   No vehicle shall be operated within the confines of the parks, except on regular roadways. (1996 Code § 21-1)
         b.   No minibikes, four-wheelers, three-wheelers, motor scooters or go-carts shall be permitted, except on regular roadways. (1996 Code § 21-1; amd. 2010 Code)
         c.   Vehicles shall be parked in such areas as shall be designated for parking or along roadways so long as such parked vehicle shall not block any such roadway or driveway. (1996 Code § 21-1)
      5.   Presence Of Liquor Or Drugs: No person shall bring within, possess, drink, sell, or transfer any intoxicating liquors or drugs in the park system. (1996 Code § 21-1; amd. 2010 Code)
      6.   Firearms: It shall be unlawful to discharge or carry upon the person any firearm within the confines of the parks. For the purpose of this section, a "firearm" shall be construed as including any device capable of discharging a projectile for a distance of more than fifty feet (50') regardless of the means used to propel such projectile.
      7.   Disturbing The Peace: No person shall make, aid, countenance, or assist in making any loud, unusual, or improper noise, threat, fight, disturbance, nuisance, breach of the peace, or diversion or tending to a breach of the peace or disturbance of the peace and quiet in the park system, or be guilty of any disorderly conduct therein, or collect with other persons, in bodies or crowds, for unlawful purposes, or for any purpose to the annoyance, obstruction or disturbance of other persons or lawful assemblage.
      8.   Profane, Indecent Language, Acts Or Publications: No persons shall use any abusive, threatening, profane, indecent, or obscene language, or language calculated to occasion a breach of peace; nor induce, commit, or perform any indecent or obscene act or behavior; nor exhibit, possess or transfer indecent or obscene pictures, writings or articles of any kind within the park system.
      9.   Riding Horses: No person shall ride any horse, pony, or other equestrian animal within the confines of the parks except upon regular roadways.
      10.   Tampering With, Damage To Property: It shall be unlawful to wilfully mark upon, deface, damage, destroy or remove any park facility or property of any nature whatsoever.
      11.   Sleeping, Camping: No person shall place, erect, or use any hammock, swing, tent, or shelter or otherwise camp or sleep in the park system except such organizations who may have received written permission from the director to do same. (1996 Code § 21-1)
      12.   Use Of Playground Equipment: No adult person shall in any manner use any of the playground apparatus or devices meant exclusively for the use of children. (1996 Code § 21-1; amd. 2010 Code)
      13.   Athletic Events; Amusements:
         a.   No person shall engage in games of softball or baseball except in those parks which have established diamonds and backstops constructed for that purpose.
         b.   No person shall engage in any sport, game or amusement in the park system except at such places and times as may be designated by the department and then only under such rules as are prescribed; nor shall any person walk, remain, or conduct himself upon such portion of the park system designated for any particular game, sport, or amusement in such way as to interfere with the use of such portion by persons who are using the same for the particular sport, game or amusement for which it has been designated.
         c.   No golfing shall be allowed on any portion of the park system.
         d.   No person shall engage in any activity in a rough or reckless manner so as to endanger, injure or damage persons or property in any way. (1996 Code § 21-1)
   B.   Penalty: Any person, firm or corporation violating any provision of this section shall be fined not less than twenty five dollars ($25.00) nor more than seven hundred fifty dollars ($750.00) for each offense. A separate offense shall be deemed committed on each day during which a violation occurs or continues. (1996 Code § 21-1; amd. 2010 Code)
   C.   Application Of Other Regulations: All persons using facilities of Jerseyville parks or who shall be upon the confines of such parks shall be subject to all ordinances of the city then in effect even though the same shall not be specifically recited herein. (1996 Code § 21-1)
