A. It shall be the duty of the superintendent of streets to personally superintend the making of an excavation subject to this chapter and the backfilling thereof, and he shall cause all excavations so made to be backfilled in the best possible manner and the pavement to be replaced as nearly as possible to its original condition.
B. All workers engaged in the work of making excavations subject to this chapter and the backfilling thereof shall at all times be under the direction and control of the superintendent of streets. (1996 Code § 25-23)
