8-1-4: ENTRANCES TO PRIVATE PROPERTY:
   A.   Responsibility Of Landowner: All entrances to private property from the city right of way shall be constructed by the landowner desiring the entrance.
   B.   Culvert Requirements: The entrance shall have a culvert of a minimum length of twenty feet (20'), and the surface on the city right of way shall be constructed of either concrete or asphalt. (1996 Code § 25-10)
