8-1-3: CULVERTS:
   A.   Culverts Required; Specifications: It shall be unlawful for any person to lay or install any walkway or driveway from private property to the traveled portion of the street without first using a culvert constructed of reinforced concrete, meeting the requirements of AASHTO-M170; precoated galvanized corrugated steel pipe meeting the requirements of AASHTO-M245 and M246, sheet coated with polymer coating thickness of 0.010 inch (0.25 mm) on both surfaces; galvanized corrugated pipe; or ADS pipe AASHTO-M294 type S, in the waterway over which the walkway or driveway must be constructed or laid.
   B.   Permit Required; Failure To Obtain:
      1.   It shall be unlawful for any person to lay a culvert without first obtaining permission therefor from the superintendent of streets as to size or gauge and suitable material of the pipe.
      2.   Any person who, without first obtaining the permission required by subsection B1 of this section, does place a culvert in the waterway over which a walkway or driveway extends to the traveled portion of the street shall, at the discretion of the city, be subject to having the culvert removed at the expense of the person causing the culvert to be unlawfully installed.
   C.   Costs For City Installation: The city street department may install culverts at the following cost to the property owner: (1996 Code § 25-2)
      1.   For culverts up to twenty four inches (24") in diameter, the street department will furnish labor, equipment and minimum fill at a cost of six dollars fifty cents ($6.50) per linear foot for residential installation and eight dollars ($8.00) per linear foot for commercial installation.
      2.   For culverts over twenty four inches (24") in diameter, the city street department will furnish labor, equipment and minimum fill for eight dollars twenty five cents ($8.25) per linear foot for residential installation. For commercial installation, the city will furnish labor and equipment for ten dollars fifty cents ($10.50) per linear foot, plus the cost of minimum fill and hauling.
