The city council shall have the right, power and authority to appoint and discharge the heads of all the city departments subordinate to the five (5) departments established in this chapter. The chief of police is to be appointed by the mayor and confirmed by the city council. The public works director is to be appointed by the mayor and confirmed by the city council.
