1-5-5: MEETINGS AND RULES:
   A.   Regular Meetings:
      1.   The regular meetings of the city council shall be held on every other Tuesday in the city council room of the city hall; however, if the meeting date should occur on any date declared by the state to be a holiday, the meeting shall be on a date to be decided by the city council. (1996 Code § 2-31)
      2.   At the last meeting of the calendar year, the city council shall prepare a schedule showing all of its proposed regular meetings for the next calendar year. The schedule shall state the regular dates, times and places of the proposed regular meetings of the city council. The city council shall provide copies of the schedule of meetings required by this subsection A2 to any news medium that has filed an annual request for such notice.    B.   Special Meetings:
      1.   Special meetings of the city council may be called by the mayor or any two (2) commissioners upon a written notice of not less than forty eight (48) hours to every member of the city council.
      2.   Notices required by subsection B1 of this section may be served by any member of the police department or by any other city employee, and it shall be the duty of the city clerk, when given copies of the notices, to serve them or to cause them to be served immediately.
      3.   Public notice of a special meeting of the city council shall also be given at least forty eight (48) hours before the special meeting by posting a written notice on the door of the city council room in the city hall.
      4.   A notice of special meetings shall be provided to any news medium that has filed an annual request for such notice.
      5.   Public notice of any special meeting held in the event of a bona fide emergency shall be given as soon as practicable, but in any event prior to the holding of such meeting, to any news medium which has filed an annual request for notice, in the same manner as given to the members of the city council, provided such news medium has given the city an address or telephone number within the territorial jurisdiction of the city at which such notice may be given.    C.   Presiding Officer: The mayor shall preside at all regular and special meetings of the city council. In the absence of the mayor, the commissioner of accounts and finances shall be the presiding officer. (1996 Code § 2-33)
   D.   Voting: The mayor and each commissioner shall have the right to vote on all questions coming before the council. (1996 Code § 2-34)
   E.   Rules Of Procedure: The city council shall adopt rules governing its order of business and prescribing the manner in which legislation shall be considered, which rules shall not be inconsistent with state law, this code and other city ordinances. (1996 Code § 2-37)
   F.   Disturbing Meetings: It shall be unlawful to disturb or interrupt any regular or special meeting of the city council. Any person violating this subsection shall be punished as prescribed in section 1-4-1 of this title, and may be summarily ejected from the city council room and the city hall. (1996 Code § 2-38)
