5-2-4: PRIVATE COLLECTORS:
   A.   License Required: It shall be unlawful to use or permit the use of any vehicle, including wagons, motor vehicles and vehicles propelled by human power, for the hauling or carrying of any trash or any wooden, pasteboard or paper boxes, paper, refuse or garbage for hire, unless a license for the vehicle is first obtained as provided in this section. (1996 Code § 12-26)
   B.   Application For License: Application for a license required by this section shall be made to the city clerk and shall state the name of the person that will own and use the vehicle sought to be licensed, and the nature of the material to be hauled and carried. (1996 Code § 12-27)
   C.   License Fee: The annual fee for a license required by this section shall be fifty dollars ($50.00) for each such commercial vehicle licensed. The fees shall be paid to the city clerk, who shall remit them to the city treasurer forthwith; however, no license fee shall be required for any vehicle used to haul trash, refuse or garbage by any private individual not making any charge for the use of the vehicle and not holding out the vehicle for hire.    D.   Issuance Of License; Records: The city clerk shall issue the license required by this section and shall give the mayor a list of the licenses so issued. (1996 Code § 12-29)
   E.   Term Of License: A license issued pursuant to this section shall be valid for a period of one year next following its issuance. (1996 Code § 12-30)
   F.   Vehicles:
      1.   Covering Vehicles Required: All vehicles subject to this section shall be used only when the vehicle has a top or covering on the body of the vehicle adequate to prevent any trash or any wooden, pasteboard or paper boxes, paper, refuse or garbage from falling from the vehicle into the street or other public property of the city 1 .       2.   Inspections: It shall be the duty of the mayor to make or cause to be made such inspections of the vehicles subject to this section as may be necessary to assure compliance with this section. (1996 Code § 12-18)
   G.   Revocation Of License: Any license issued pursuant to this section may be revoked by the mayor for any violation of this section, which revocation shall be in addition to any other penalty imposed for the violation. (1996 Code § 12-31)
