A. It shall be unlawful for any person to throw, place or leave any ashes, dirt, garbage, filth or other rubbish in or upon any street, alley or sidewalk, or to knowingly suffer or permit such refuse to be thrown, placed or left in or upon any street, alley or sidewalk.
B. It shall be unlawful for any person to throw any paper or litter of any kind from a vehicle into any street, alley or grounds in the city or to cause any vehicle to be so loaded that in the hauling thereof any part of the load shall be scattered or dropped in any street, alley or place of the city 2 .
