It shall be unlawful for any person to place or pile any wooden, pasteboard or paper boxes, paper, trash, refuse or garbage adjacent to any place of business along the alleys and streets without first providing a metal container, wooden bin or wire pen, with a top covering thereon to cover the wooden, pasteboard or paper boxes, paper, trash, refuse or garbage.
