5-1-3: ABATEMENT PROCEEDINGS GENERALLY:
Any person having standing to complain of a nuisance under this chapter, or the head of any city department having cognizance of a nuisance, shall report the fact of the nuisance and the details surrounding it to the city attorney, who shall, if it is justified under the circumstances, institute abatement proceedings in accordance with the laws of the state. (1996 Code § 19-3)
