If any section, subsection, clause, provision or portion of this chapter shall be held to be invalid or unconstitutional by any court of competent jurisdiction, or the applicability thereof to any person, substance or product is held invalid, such holding shall not affect any other section, subsection, clause, provision or portion of this chapter or any other person, substance or product covered by the provisions of this chapter.
