4-6-7: OPERATION OF TAXICAB:
   A.   Drivers Remain In Taxicab; Exceptions: The driver of a taxicab subject to this chapter shall remain upon the driver's seat or inside his taxicab at all times while the taxicab is standing upon a public stand; however, nothing in this subsection shall prohibit a driver from leaving the taxicab for such times as may be necessary to assist passengers into or out of his taxicab, nor from leaving the taxicab for such a length of time as may be necessary for him to use the telephone in connection with the operation of the taxicab. Loitering or standing upon the sidewalks or in the lobbies or entrances of buildings or stores by taxicab drivers shall be unlawful. (1996 Code § 29-20)
   B.   Prepayment Of Fare: Every driver of a taxicab shall have the right to demand the payment of the regular fare in advance and may refuse employment unless so prepaid; but no driver of a taxicab shall refuse or neglect, upon request, to convey any orderly person so tendering the fare in advance to any place in the city, unless the driver is previously engaged.    C.   Carrying Other Than Original Passenger: No driver of a taxicab subject to this chapter shall carry any person other than the passenger by whom he has been engaged without the consent of the passenger. (1996 Code § 29-22)
   D.   Maximum Number Of Passengers: No more than five (5) persons, in addition to the driver of any taxicab subject to this chapter, shall be carried at any one time. (1996 Code § 29-23)
   E.   Soliciting Business Prohibited: It shall be unlawful for any person in the taxicab business, his employees, servants or agents, to travel or operate over or upon the streets of the city in the act of solicitation of passengers for hire. (1996 Code § 29-24)
   F.   Operation From Taxicab Stands: An owner or his employees, servants or agents shall render service on demand from taxicab stands, the location and places thereof to be designated or approved by the mayor. (1996 Code § 29-25)
