The mayor, after investigation of the application and all information obtained relative thereto by the chief of police, shall deny the application if the applicant does not possess the qualifications for such license as herein required or if the issuance of a certificate of license to the applicant would not be in accord with the intent and purpose of this chapter. Endorsement shall be made by the chief of police upon the application of the denial of the application. When the applicant is found to be fully qualified, the license shall be issued forthwith.
