(A) It shall be unlawful for any person to construct, alter or extend individual sewage disposal systems within the county unless he or she holds a valid permit issued by the County Health Department. Such permit and application for a permit shall be made on forms provided by the Health Department.
(B) A permit shall only be issued to a private sewage disposal installation contractor licensed by the state or by the County Health Department or to a homeowner installing his or her own private sewage disposal system. To have a county license, the licensee must have passed a county test approved by the state or hold a valid a state license.
(B) There shall be a fee charged for a construction permit and for a county private sewage disposal system contractor license. The fee schedule shall be as approved by the Board of Health.
