13.32.020: WATER COMMISSIONER APPOINTMENT AND DUTIES:
A.   The mayor and council shall at the beginning of each irrigation season appoint a water commissioner, fix his term of service and his compensation, which shall be paid out of the "irrigation fund" provided in section 13.32.050 of this chapter. He shall be removable at the pleasure of the mayor and council.
B.   It shall be the duty of the water commissioner to keep the irrigation works in good repair and operating condition, and to keep the ditches clean and free from obstructions.
C.   It shall be his duty to supervise and control, under such general regulations as the mayor and council may adopt, the distribution and apportionment of all irrigation water to the inhabitants of the city in proportion to the amount of land to be irrigated, and he shall have sole control and regulation of all head gates, weirs, delivery boxes, and other measuring and delivery devices, and shall see that water is used only in due turn and rotation, and at the allotted times.
D.   He shall issue certificates to or otherwise inform the water users of the quantity of water they are to receive, and the times and the duration of the delivery thereof. (Prior code §27-8)
