All collections of the assessments made under section 13.32.040 of this chapter shall be placed in a separate fund, to be known as the irrigation fund, out of which shall be paid the annual cost of the conveyance, distribution and apportionment of irrigation water, the construction, maintenance and repair of the irrigation works, and the charges of the North Side Canal Company, Limited, and no other charges.
