Whenever any point is given by numbers as a grade point, it shall mean the number of feet and hundredths of a foot above the datum plane as compared with the elevation of the base established by section 12.08.010 of this chapter, and the grade of any street, avenue, alley or block intersection of the city, between grade points as established in this chapter, shall be a plane between such points.
