For the purpose of establishing grades in the streets, avenues, alleys and block intersections in the city, the following named point shall be taken as a base, or starting point: The top of west anchor bolt on the southwest pier of the city water tower as now located, the elevation of such point being 3,776.21 feet above sea level.
