As to premises not adjacent to an alley, receptacles as provided in section 8.04.070 of this chapter shall be placed by the person responsible therefor in front of the premises, adjacent to the public street or avenue, on the morning of the day scheduled for collection, and the empty receptacles shall be withdrawn from the front of such premises on the same day and as soon after collection as possible.
