The provisions of this subchapter apply to the construction, alteration, repair, use, occupancy and maintenance of all buildings and structures, other than fences and industrialized buildings or mobile structures certified under I.C. 22-15-4, in the county or any incorporated areas in which an agreement to regulate these activities has been reached. The county includes the Town of Vernon and the City of North Vernon. Agricultural buildings are exempt from this subchapter.
