(A) Before commencement of construction of any building or private residence where a private sewage disposal system or privy is to be installed or where any alteration, repair of addition of any existing private sewage disposal system is planned, the owner or agent of the owner shall first obtain a written permit signed by the County Health Officer. The application for such permit shall be made on a form provided by the county which application shall be supplemented by any plans, specifications and other information as is deemed necessary by the County Health Officer. A permit and inspection fee as set by the Board and/or Council from time to time shall be paid to the County Treasurer at the time the application is filed.
(B) A permit for a private sewage disposal system or privy shall not become effective until the installation is completed to the satisfaction of the County Health Officer. He or she or his or her agent, shall be allowed to inspect the work at any stage of construction; and, in any event, the applicant for the permit shall notify the County Health Officer when the work is ready for final inspection, and before any underground portions are covered. The request for inspection shall be made at least two working days before anticipated completion of the project.
(C) The application for a permit shall be posted in a conspicuous place at or near the building where the sewage disposal system is under construction. The notice should be plainly visible from the public thoroughfare serving this building.
(D) The Health Officer or his or her duly appointed agent shall have authority to inspect any and all private sewage disposal systems or privies heretofore installed and existing at the passage of this subchapter. If at such inspection it would appear to the Health Officer that any such private sewage disposal system or privy is unsanitary, he or she shall notify the owner of the real estate upon which said system or privy is located, or the agent of such owner of said finding and shall order said owner or agent to make whatsoever change as may be necessary to correct such unsanitary condition.
