No solid waste, including residential waste and including those items excluded from the definition of residential solid waste set forth in § 51.16, shall be abandoned in the county, except to a person or firm holding a permit to collect rubbish for a fee, or at a lawful landfill or if applicable, in compliance with this subchapter.
