§ 90.05 DOGS AND CATS RUNNING AT LARGE.
   (A)   It shall be a violation of this code for the dog or cat of any person who owns, harbors, or keeps a dog or cat, to run at large. A person who owns, harbors, or keeps a dog or cat which runs at large shall be guilty of a petty misdemeanor. Dogs or cats on a leash and accompanied by a responsible person or accompanied by and under the control and direction of a responsible person, so as to be effectively restrained by command as by leash, shall be permitted in streets or on public land unless the city has posted an area with signs reading “dogs or cats prohibited.”
   (B)   The designated Animal Control Officer may take up and impound any dog found running at large within the city. If the animal is wearing a tag for the current license year, then the Animal Control Officer shall mail notice of impoundment to the owner, within 24 hours of said impoundment, the notice to be sent to the owner at the address given to the City Clerk-Treasurer’s office at the time the tag is obtained. A dog so impounded shall be held by the pound master for a minimum of seven days, and may be reclaimed by its owner within that time by payment to the pound master of the time impounding fees, to be set by the City Council by resolution annually.
