3-2-15: THROWING ADVERTISING MATTER ON STREETS PROHIBITED:

It is unlawful for any person to throw, leave, deposit, or cause to be thrown, left or deposited, upon any street, alley, sidewalk, utility pole or other public area, any handbill, circular, or other advertising matter, political campaign literature or advertisement for garage sales, etc. (1985 Code ch. 5 § 5-1)
