Members of the city planning commission shall hold office for a term of three (3) years with the exception that in the first instance two (2) shall be appointed to serve a term of one year, two (2) for a term of two (2) years, and one appointed for a term of three (3) years; and appointments thereafter shall be made for a term of three (3) years, except when a vacancy occurs, then the appointment shall be made to fill the unexpired term.
