§ 73.03 OPERATION OF GOLF CARTS IN THE CITY.
   (A)   No person shall operate a golf cart or riding mower on any highway or street that does not have a valid driver license, see I.C. 9-24-1-7.
   (B)   No person shall operate a golf cart on any highway or street without proof of valid insurance in his or her possession.
   (C)   No person shall operate a golf cart on any highway or street in excess of the posted speed limits or 25 mph, whichever is the lesser.
   (D)   No person shall operate a golf cart or riding mower on any highway or street that does not either display a slow-moving] vehicle sign pursuant to I.C. 9-21-9-2, which states in relevant part:
      (1)   The vehicle shall display a triangular slow moving vehicle emblem mounted as near as is practicable to the center of mass and at an approximate height of not less than three and not more than five feet from level ground or pavement surface.
      (2)   (a)   The emblem shall be mounted so as to be entirely visible from the rear, day or night; and
         (b)   Display a red or amber flashing lamp at all times. The red or amber light's specification is pursuant to I.C. 9-21-9-4, which states in relevant part: a red or an amber flashing lamp mounted at a height as low as practicable that is visible from a distance of not less than 500 feet to the rear.
   (E)   No person shall operate a golf cart on any highway or street that does not have lighted headlights and taillights at all times, day or night, and said light must conform to the requirement of this subchapter.
      (1)   Headlights shall be of white or clear light and must be capable of illuminating the road ahead during hours off darkness and be observed at a distance of 500 feet. Headlights must be properly adjusted as to not impair the operation of other vehicles on the highway or street.
      (2)   Taillights shall be red in color and be observable to a distance of 500 feet at night.
   (F)   A passenger in a golf cart must be at least ten years of age.
   (G)   An operator or a passenger must remain seated at all times that a golf cart is in motion.
   (H)   No person shall operate a golf cart on any highway or street that is not equipped with rear view mirror.
   (I)   No golf chart shall have more than four occupants. No more than two occupants shall sit in the front seat of the golf cart and no more than two occupants shall sit in the rear seat of the golf cart if it is so outfitted.
   (J)   Any person operating a golf cart or riding mower that is involved in a collision or crash or incident that causes damage to the golf cart will be responsible for cleaning and containing any debris that results.
