The city shall determine the size of waterline and material used in the construction of the waterline to be laid and, prior to connecting the new waterline to the city’s water supply, shall inspect the new waterline. Should any deficiencies in construction, as the city shall determine, exist, the city may refuse to connect the new waterline to its water supply until correction of such deficiencies.
