§ 31.121 COMPOSITION; TERM; OATH; COMPENSATION.
   (A)   The Board shall consist of five members, two of whom shall represent the county, two of whom shall represent the city and one of whom shall be regarded as the at-large member.
   (B)   (1)   The initial members of the Board shall be selected from among the members of the Newport/Jackson County Industrial Development Commission as follows:
         (a)   One county representative - selected by the County Judge for a term of one year.
         (b)   One city representative - selected by the Mayor for a term of two years.
         (c)   One city representative - selected by the Mayor for a term of three years.
         (d)   One county representative - selected by the County Judge for a term of four years.
         (e)   At-large representative - selected by the other members of the Board for a term of five years.
      (2)   Successor members of the Board shall serve terms of five years.
      (3)   Any vacancy on the Board shall be filled, for the balance of the unexpired term, by the remaining members of the Board.
      (4)   Each member of the Board shall serve until his or her successor is appointed and qualified.
      (5)   Members of the Board other than initial members shall be appointed by the members of the Board (but shall be appointed to the end that the representation provided for in § 31.121(B)(1) shall be maintained).
   (C)   Each member of the Board shall qualify by taking and filing with the County Clerk and the City Clerk his or her oath of office, which shall be the oath set forth in Article 19, Section 20 of the Constitution of the State of Arkansas.
   (D)    Members of the Board shall receive no compensation but shall be reimbursed for expenses incurred on behalf of the Board.
