11.02.102: EXCEPTIONS:

The following types of excavations do not come within the scope of this chapter:

Excavations of any kind in the city streets in projects designed, contracted for, and inspected by the city engineer or other authorized personnel of the city. (Ord. 2006-18, 2006)
