The city shall bill, or cause to be billed, property owners of impervious surfaces for the stormwater utility service charge. Charges and fees shall be considered delinquent if not paid as determined by rules and procedures established by the city and will be considered to be a debt of the city, which shall be subject to recovery by civil action or otherwise.
