It is the purpose of this chapter to protect the health, safety, and welfare of the city and its inhabitants by efficiently operating the stormwater system, managing and controlling stormwater runoff, protecting property, preventing polluted waters from entering the water supply and other receiving waters, and establishing a viable and equitable method of financing the stormwater system long term improvement, operation, and maintenance.
