The motor vehicle act, as contained in Utah Code Annotated title 41, chapter 1a, as amended, is hereby approved and adopted as the motor vehicle code of the city. By this reference, the motor vehicle act is made a part of this code as fully as if set out at length herein and shall be controlling within the city limits; provided, however, that any provision of the foregoing having a penalty which cannot be imposed for violation of a city ordinance is not adopted.
