The Utah criminal code, as contained in Utah Code Annotated title 76, as amended, is hereby approved and adopted as the criminal code of the city. By this reference, the Utah criminal code is made a part of this code as fully as if set out at length herein and shall be controlling within the city limits; provided, however, that any provision of the foregoing having a penalty which cannot be imposed for violation of a city ordinance is not adopted.
