§ 150.21 REVISIONS TO THE 2018 EDITION INTERNATIONAL RESIDENTIAL CODE.
   (A)   The following revisions and amendments are based on the 2018 Edition and are intended for application to the most recent adopted edition. If conflicts of application or interpretation exist between this section and the most recently adopted code, the Code Official shall refer to the 2018 Edition for any revision or amendment in conflict.
   (B)   The following revisions or amendments supersede the actual text of the code as published as it pertains to that section only.
   (C)   The following specific sections have been revised in part or total to read as follows:
      R101.1 Title (INSERT) The Village of Itasca, Illinois.
      R105.2.3 Public services agencies. (DELETE) Entire section. (INSERT) A permit shall not be required for the ordinary repairs of above grade facilities and for the ordinary repairs of below grade facilities that are located entirely on private property. Any repair requiring an excavation within the public right-of-way, shall require a permit and shall be performed in accordance with the village's standards for construction of facilities on public rights-of-way. Any installation of new facilities, regardless of location shall require a permit.
      R105.3 Application for permit. (ADD) #8 All plans for projects shall be signed and sealed by a licensed architect. structural engineer, or professional engineer, in the State of Illinois, except for miscellaneous permits - fences, roofs, single story detached garages, prefabricated sheds, other minor accessory structures, and interior remodeling projects not involving structural modifications.
      R105.5 Expiration. (ADD) Every permit will be good for a period of one (1) year from date of approval. Extensions up to 180 days may be requested in writing and may be granted by the Building Official upon demonstration by the applicant of justifiable cause. A request of an extension shall include the following: (1) an explanation of the hardship which resulted in the work not being completed; and (2) a detailed description of all work which has not yet been completed and a timeline for completion. Extensions must also comply with Section 150.90 Building Permit Time Limits. Furthermore, for each subsequent extension beyond the initial one, the fee shall increase by 25% over the previous renewal fee (i.e., second renewal fee would be 50% of the original permit fee and 75% for a third renewal).
      Permit renewal fees pursuant to Section 150.80 Schedule of Fees must be paid prior to issuance of an extension.
      R106.1 Submittal documents. (DELETE) "... two or more sets". (INSERT) four (4) sets, all of which must be signed and sealed by an Illinois licensed and registered architect, structural engineer, or professional engineer.
      R108.2 Schedule of permit fees (INSERT) see Village Code Section 150.80, Schedule of Fees.
      R109.1.1 Foundation inspection. (DELETE) “...and special requirements for wood foundations” (ADD) piers for decks and other foundation work as required by the department.
      R112 Board of Appeals. (DELETE) Entire Section. (INSERT) See the amendments to the International Building Code Section 113, Board of Appeals.

      R309.1 Floor surface (ADD) Provide a minimum four-inch (4") gas curb against the dwelling unit side of all attached garages.
      R309.5 Fire sprinkler (DELETE) "... Section P2904". (ADD) NFPA 13.
      R311.2 Egress door. (DELETE) First sentence. (ADD) Not less than two (2) exits shall be provided from each dwelling unit. This shall include one exterior side-hinged door measuring at least three feet (3'0") wide by six feet eight inches (6'8") high, or an operable pair of doors with at least one thirty-two inches (32") wide active section. A second hinged door, French door, patio door leading directly to the outside shall be provided. The second door shall have a nominal minimum size of two feet eight inches (2'8") by six feet eight inches (8'6").
      R312.3 Construction fencing. (ADD) Every construction site shall be enclosed with a securable, chain link fence that is a minimum of six feet in height. Fencing shall be installed and of adequate strength to resist wind pressure and impacts of adjacent construction activities. The Building Official shall have the authority to make exceptions.
      R313.1.2 Acceptance requirements. (ADD) All systems shall be inspected, tested and approved by the fire protection district having jurisdiction in accordance with the requirements of NFPA 13D, and NFPA 72, including, but not limited to initiating device, notification appliance, remote station fire alarm connection prior to scheduling final inspector for certificate of occupancy.
      R313.2 One-and two-family dwellings automatic fire sprinkler systems. (DELETE) Entire section.
      R317.1.3 Geographical areas. (ADD) All locations that rest on concrete.
      R401.3 Drainage (ADD) Drainage shall be directed away from adjacent structures. When the sump pump line is not directly connected to the storm drainage system, it shall not discharge any closer than five (5) feet from the lot line.
      R402.1.2 Wood treatment (DELETE) Entire section. (ADD) Wood footings and foundations are not allowed.
      R403.1 General. (DELETE) “...wood footings”.
      R404.2 Wood foundation walls. (DELETE) Entire section. (ADD) The use of wood foundations is not allowed.
      Chapter 11. Energy Efficiency. (DELETE) Entire chapter. (ADD) All energy efficiency improvements shall be installed per the most current edition of the State of Illinois Energy Conservation Code and any amendments made to it by the Village.
      Part VII Plumbing (DELETE) CHAPTERS 25 THRU 33). (ADD) All plumbing shall be installed per the most current edition of the State of Illinois Plumbing Code and any amendments made to it by the Village.
      Part VIII Electrical (DELETE CHAPTERS 34-43). (ADD) All electric shall be installed per the NEC, 2017 Edition and any amendments made to it by the Village.
