It is hereby declared to be the policy of the Village President and Board of Trustees that the occupants of premises in the village shall have the opportunity to elect whether solicitors will be invited to solicit at such premises, or whether solicitors will be prohibited from soliciting at such premises under any circumstances. Such election shall be made by posting a notice in the manner set forth in § 111.03.
