It is unlawful for any person to deposit, place, leave or dump any refuse, rubbish, junk, trash or waste material of any kind in or upon any street, sidewalk, alley, sewer, parkway, park or other public place in the village. For the purpose of this section, vehicles or parts of vehicles not in condition for normal use shall be considered as junk or trash.
