(A) No trucks or commercial vehicles shall enter on or travel over the portions of the streets hereinafter set forth, and all such truck and commercial vehicular traffic is prohibited, other than for emergency vehicles, or trucks or commercial vehicles making local deliveries to the residences abutting the portions of such streets, as hereinafter set forth.
