(A) All buildings using the public waterworks and sewerage works shall have a water meter furnished by the village installed in a location that has easy access for reading, maintenance and replacement.
(B) Before any premises are occupied a water meter shall be installed therein as herein required after final inspection by the Plumbing Inspector.
(C) The Superintendent or his or her authorized representative shall be permitted entry to buildings using the public waterworks and sewerage works to read all water meters used in the village at such reasonable times as necessary to determine billing charges for water and sewer service.
(D) Nonconforming water meter replacement program:
(1) From time-to-time, the village may replace water meters or automatic meter reading ("AMR") technology at the village's discretion. All water meters and AMR technology in the system which are not replaced at that time are deemed to be nonconforming.
(2) The Superintendent shall implement a program for the replacement of all nonconforming water meters. The program shall provide for three notices to be given to any user having a nonconforming water meter. The notices shall direct the user to schedule an appointment with the village or approved contractor for the replacement of the nonconforming water meter by the village. Any user whose nonconforming water meter is not replaced within 30 days after giving of the third notice may be subject to immediate discontinuance of service following a shut off notice as provided for in § 54.06. Water service may not be resumed until the user installs a conforming meter and conforms with the service restoration requirements of § 54.06, including payment of all delinquent charges and turn-on fees.
(3) Notwithstanding any provision in this chapter to the contrary, the sole charge to the user for failing to have conforming AMR technology, which is functional and usable for the village's system, pursuant to this section, shall be $30 a month from January 1, 2024, to December 31, 2024. The charge shall increase annually by no more than 5% for every year thereafter, at the discretion of the Village Administrator or their designee. Said charge shall be shown on the user's monthly notice of charges. Failure to pay said charge when due shall subject the user to discontinuance of service as provided in § 54.06.
