§ 54.01 DEFINITIONS.
   The definitions given in Section 1 of the Sewage and Waste Control Ordinance of the Village of Itasca, as amended by Ordinance No. 583-85, (Chapter 53) shall be applicable to this chapter the same as if written herein. Unless the context specifically indicates otherwise, the meaning of terms used in this chapter shall be as follows:
   BASIC USER CHARGE. The amount to be paid each billing period by all public waterworks and sewerage works users for payment of operation and maintenance costs plus replacement of the waterworks and sewerage works of the village.
   CONNECTION FEE. The amount to be paid by all new users for connecting to the waterworks and sewerage works of the village.
   REPLACEMENT COSTS. Expenditures for purchasing and installing equipment, accessories, or appurtenances which are necessary during the useful life of the waterworks and sewerage works to maintain the capacity and performance for which such works were designed and constructed. The term "operation and maintenance" includes replacement.
   SEWER USER SERVICE CHARGE. The total amount to be paid each billing period by public sewer users including the basic user charge, and a surcharge if applicable.
   SURCHARGE. The amount to be paid each billing period by certain public waterworks and sewerage works users in addition to the basic user charge and the debt service charge.
   USEFUL LIFE. The estimated period during which the sewerage works will be operated from the date of start-up of any facilities constructed with a federal grant.
   WATER USER SERVICE CHARGE. The total amount to be paid each billing period by public waterworks users including the basic user charge, the debt service charge, and a surcharge if applicable.
   WATERWORKS AND SEWERAGE REVENUE FUND. The principal accounting designation for all revenues received for the operation of the waterworks and sewerage works of the village.
