It is recognized that there are circumstances necessitating relief from the provisions of this subchapter. If an owner or party in possession of premises has installed newly seeded lawn or new sod or needs to fill a newly purchased swimming pool, or for any other reasonable event requiring regular use of water or an initial use of water not permitted hereunder, then an exception will be granted.
