§ 52.15 INSTALLATION AND OWNERSHIP OF SERVICE PIPES.
   All service pipes and water valves from the water main to the premises served shall be installed by, and at the cost of, the owner of the property to be served or the applicant for the service. Such installation shall be under the inspection of the Building Inspector. After installation, the service pipe from the main to the service valve, including the connection to the main and the service valve itself, will be owned by the village. The service pipe from valve to the premises served, is owned by the owner of the property to be served.
