§ 50.15 PERMIT REQUIRED; FEE.
   It shall be unlawful for any person, firm or corporation to engage in the business of scavenger, or the collection or disposal of animal, human or vegetable refuse, or offal, without having first secured a permit therefor. The fee for such license shall be $15 per year.
