(A) The occupant of each dwelling unit shall pay to the village an established fee per quarter per dwelling unit for scavenger service. This charge shall be added to the quarterly bill for water and sewer service and shall be included as a part of such bill.

(B) Nothing herein contained shall alter or affect the requirement that the occupant of each dwelling unit shall pay the village an established fee, on a regular basis, per dwelling unit, for scavenger circuit to pick-up garbage, trash and refuse.
