§ 50.06 ACCUMULATION OF REFUSE.
   (A)   It shall be unlawful to cause or permit to accumulate any dust, ashes, or refuse, or any material anywhere in the municipality except in a covered container so that it cannot be wind blown, except that which may be placed in a compost pile as specified herein.
   (B)   Compostable materials such as grass trimmings, wood wastes, leaves, weeds, uncooked vegetable scraps, and other garden refuse may be placed in a compost pile, provided it is placed in such a way so the material will not be wind blown. The depositing of garbage, pet waste, meat scraps, or other materials that may attract animals or vermin to the compost pile, or which may produce an obnoxious odor, shall be prohibited. Compost piles shall not be placed in any required front yard as defined by the zoning code, and shall not be closer than five feet to any side yard lot line, or closer than five feet to any rear lot line, and in no case shall a compost pile be located in any side yard or rear yard drainage or utility easement.
   (C)   Compost piles shall be not more than five feet in height, and shall not have a maximum ground or base area of more than 100 square feet.
